`Comes now the undersigned Assistant District Attorney of Harris County, Texas, in behalf of the State of Texas, and presents in and to the Harris
`County Criminal Court at Law No. _ of Harris County, Texas, that in Ham's County, Texas, LOUIS ONEIL FOSTER, hereafter styled the
`Defendant, heretofore on or about April 8, 2019, did then and there unlawfully, intentionally and knowingly operate a motor vehicle on a
`highway during a period in which the Defendant's Texas driver's license and privilege was suspended under a law of the State of Texas, and
`the Defendant was operating the motor vehicle without a motor vehicle liability insurance policy or an alternative under Chapter 601,
`Subchapter E, Transportation Code.

`Before the commission of the offense alleged above, on February 28, 2002, in Cause No. 0889999, in the 180th District Court of Harris
`County, Texas, the Defendant was convicted of the felony offense of Manufacture/Delivery of a Controlled Substance.
