`Only persons who are registered as patent attorneys in the register referred to in Article 23a , persons who are registered
`as lawyers at a court pursuant to Article 1 of the Advocatenwet and persons who, pursuant to Article 1 of the Lawyers
`National Ordinance or Article 1 of the BES Lawyers Act are registered as lawyers with the Joint Court of Justice of Aruba,
`Curacao and Sint Maarten and of Bonaire, Sint Eustatius and Saba.
`The director of the bureau may require a lawyer to inspect the endorsed deed of his swearing in as a lawyer before
`admitting him to the bureau as an authorized representative.
`In special cases, the director of the bureau may also authorize persons other than the persons referred to in paragraph 1 to
`act as authorized representatives for the bureau, if they do not make such action their profession or if they work in a
`Member State of the European Union or in another State party to the Agreement on the European Economic Area are
`authorized to act as agent in patent matters and they act as agent for the Office only in incidental cases.
`Unless provided otherwise by or pursuant to law, a patent attorney or a person who works under his responsibility is obliged
`to observe secrecy with regard to all information of which he becomes aware by virtue of his activities as such. This
`obligation continues after termination of the relevant work.

`The District Court of The Hague and the preliminary reliefjudge of that district court have exclusive jurisdiction in the
`Netherlands in the first instance for:

`claims brought by a person other than the patent holder in order to establish that certain acts performed by him are not in
`conflict with a patent.
