`Dear Chairman Schmidtlein, Vice Chairman Johanson, and Commissioners:
`
`As a member of the United States House of Representatives, I respectfully submit these comments in
`response to the Commission’s Notice of Request for Statements on the Public Interest in the matter
`
`cited above, dated July 10, 2017.
`
`On behalf of my constituents in California's 29‘“ Congressional District, I urge full consideration of
`potentially severe disruptions to trade and domestic operations, and public welfare generally, that could
`result from any remedy in this Investigation.
`
`I understand that in the matter concerning Complainant Tessera and Respondent Broadcom, the
`
`presiding Administrative Law Judge has recommended an exclusion order, a cease-and-desist order, and
`a maximum bond preventing the importation and/or sale of products including cable set-top boxes,
`cable modems, wireless routers, telecommunications switches, mobile phones, tablets, and more.
`
`Disruption of the ability of companies that use these technologies to supply them to consumers could
`impact access to television and internet services for constituents in my district. Furthermore, the
`
`proximity of my district to Broadcom’s Irvine campus means that some of my constituents may be
`employed by Broadcom, On behalf of my constituents, I urge you to consider all potential impacts of this
`case, including those of public interest.
`
`I recently reintroduced, along with my colleague Representative Blake Farenthold (R-TX), H.R. 2189, the
`Trade Protection Not Troll Protection Act. This bill would amend section 337 of the Tariff Act of 1930 to
`
`facilitate the International Trade Commission’s protecting of genuine domestic industries and
`safeguarding public health and welfare and the United States economy. Consistent with this legislation, I
`believe it is in the United States' best interest to seriously and promptly consider the public interest
`
`impacts of remedies.
`
