Biden The President of the United States The White House 1600 Pennsylvania Avenue, NW Washington, D.C. 20500 Dear Mr. President: As required by section 204(a)(2) of the Tariff Act of 1974 (the Act), the U.S. International Trade Commission hereby submits its report on Commission Investigation No. TA-201-075 (Second Monitoring): Crystalline Silicon Photovoltaic Cells, Whether or Not Partially or Fully Assembled Into Other Products: Monitoring Developments in the Domestic Industry.

Section 204(a)({1) of the Act requires the Commission to monitor developments within the domestic industry as long as a safeguard measure remains in effect.

Section 204(a}(2) of the Act requires the Commission to submit a report to the President and to the Congress notlater than the mid-pointofthe initial period of the relief, and of any period of extension of that safeguard action, while that action is in effect.

The Commission is separately transmitting copies of its public version to the Congress.
