Comments to the International Trade Commission, re: USMCA Docket # ITC-2018-0375 Michael Palmedo American University Washington College of Law Program on Information Justice and Intellectual Property I work for the Program on Information Justice and Intellectual Property (PIJIP) at the American University Washington College of Law.
Econometric tests presented below demonstrate the positive relationship between this openness of copyright exceptions and returns to foreign affiliates of U.S. firms in these industries.
We pointed to the U.S.-proposed language in the Trans-Pacific Partnership that required countries to try to endeavor to achieve an appropriate balance in its copyright and related rights system, among other things by means of limitations or exceptions ... including those for the digital environment.
To control for other factors that ought to affect industry returns, we run a series of panel regressions testing the relationship of openness to each of the three dependent variables: net income, total sales, and value added.
The coefficients on the control variables are also positive and significant, as expected, and R2s between 0.67 and 0.79 indicate a good 10 The data is available at the two-digit North American Industry Classification System (NAICS) level of disaggregation.

Document United States-Mexico-Canada Agreement: Likely Impact on the U.S. Economy and on Specific Industry Sectors, 105-003, No. 665588-1 (U.S.I.T.C. Jan. 31, 2019)
SOCMA Comments on United States-Mexico-Canada Agreement: Likely Impact on the U.S. Economy and on Specific Industry Sectors; Institution of Investigation and Scheduling of Hearing
Withdrawal for the industry would trigger reversion to the Canada-United States Free Trade Agreement and Mexico’s Generalized System of Preferences (GSP) status.
SOCMA members need a seamless transition allowing time to adjust supply chains ahead of new USMCA rules and withdrawal would add considerable costs.
SOCMA supports elimination of the prohibition on the use of duty drawback, similar to provisions found in free trade agreements executed after NAFTA.

Turkey: Currently, Canada's market access level for a given year is the greater of its commitment under the WTO or under NAFTA.
USMCA TRQ-CA8 has been designed so that total tariff free access for U.S. turkey into the Canadian market cannot be less than if NAFTA were in effect.
In the 160 million kg scenario, the formula would allow for slightly more than 1,000 MT additional U.S. turkey to enter Canada duty free during the first 10 years of TRQ implementation.
The United States will remain eligible to export up to 21.37 million dozen eggs under Canada’s WTO tariff rate quota regime.

IFI Comments on USITC inv USMCA Econ Impact Final 122018 Signed No. 664724

Document United States-Mexico-Canada Agreement: Likely Impact on the U.S. Economy and on Specific Industry Sectors, 105-003, No. 664724-1 (U.S.I.T.C. Dec. 20, 2018)
However, even with a healthy domestic industry, history has shown that fastener manufacturers must sometimes import raw material because the particular types of steel needed are not available in the quantities, quality or form required.
The evidence of harm to the broad economy grew quickly, leading President Bush to terminate the Global Safeguard order after only eighteen months instead of the full three years, but by then 1.3 million manufacturing jobs in steel consuming and related industries had been lost.
study from the Trade Partnership estimates that the 232 steel and aluminum tariffs, in combination with the countermeasures they have provoked, will eliminate around 400,000 U.S. jobs on net in affected sectors.
