`In latejanuary, Iraq Prime Minister Nouri Al-Maliki authorized the creation of
`
`three new provinces with one being in the Nineveh Plains. This was perhaps
`the best news for Chaideans related to their ancestral land since the 2003
`
`U.S. invasion. However, it was sharply met with scrutiny and has been a
`
`divisive subject in the Chaldean American community nearly 6,200 miles
`
`away.
`
`It's no secret that the Chaldean American Chamber of Commerce (CACC) has
`
`been an advocate for the creation of the Nineveh Plains Province. The CACC
`
`was one of the founding members of the Chaldean Assyrian Syriac Council of
`
`America (CASCA) and later the Nineveh Council of America (NCA), which is the
`
`foremost organization advocating for the Nineveh Plains Province outside the
`Middle East.
`
`When we started our advocacy organizations, we felt the most important
`
`issues impacting Chaideans in Iraq were: 1. Security 2. The Nineveh Plains
`
`Province and 3. Demographic shifts. These still remain the most important
`
`issues impacting lraq's Christians.
`
`Before I explain the reasons the Nineveh Plains Province is a good thing, we
`
`must first examine the horrific conditions plaguing Chaideans in Iraq and the
`
`displacement of the community. Since the aforementioned invasion, more

`ere religious persecution — many of whom escaped with only the clothes
`their backs. Hundreds of thousands ended up in Syria, but await a worse
`eif Syrian President Bashar al-Assad is to be toppled.
`
`ore the U.S. invasion, there were more than 300 churches in Iraq. Today
`;than 80 remain. Many have been bombed, priests have been beheaded
`I an archbishop and his assistants were murdered. Since the fall of
`
`ldam Hussein's regime, it has been open season on Christians.
`
`Chaldeans in Iraq need a long-term solution and that's exactly what the
`Nineveh Plains Province is on many levels. First, it gives Chaldeans in Iraq a
`place to live and worship in peace. It also gives the nearly million Chaldeans
`in diaspora a safe place to return in their homeland. Once it's established, it
`
`will create countless opportunities for Chaldeans in the form of economic
`
`development and opportunity. It's a win-win for everybody.
`
`Second, the Nineveh Plains Province and the volume of Iraqi Christians it will
`
`attract will give Chaldeans a louder voice in Iraqi politics, while it currently
`barely has a whisper.
`
`Critics point out that a concentrated population in Iraq exposes Chaldeans to
`
`even greater violence but that is simply not true. The establishment of the
`
`Province would include a security protocol, which doesn't exist today. It
`would make the region more stable. The Nineveh Plains already boasts a
`significant Chaldean population and the formality of the Province would
`
`enhance their safety.
`
`Detractors also like to state that Chaldeans should live throughout Iraq — not
`just in the Nineveh Plains. We could not agree more. The creation of the
`
`Province doesn't mean we don't want Chaldeans living in Baghdad, Basra,
`
`Mosul and other major cities. It gives Chaldeans a home base and a place
`where we can rebuild and preserve our more than 5,500-year history and
`culture.
`
`Iraq's Chaldean community has been pushed to the brink of extinction.
`
`Demographic shifts in Bartella are eradicating the community further. The
`
`Chaldean community desperately needs to reverse this trend and the
`
`Nineveh Plains Province would be an excellent start.

`r Nineveh Plains Province could become a model for minority communities
`aughout the Middle East. It's important to emphasizethat it is not a

`"istian Province as some critics have stated. Rather, it's a geographic
`vince where many minorities live.
`
`While the creation of the Nineveh Plains Province has many obstacles, they
`should not include opposition from the Chaldean people. The Nineveh Plains
`
`Province would enable Chaldeans to write the next 5,500 years of history in
`their ancestral land. Additionally, this Christian segment of Iraq will become
`
`a cosmopolitan link to many lraqi Christian segments ofthe world, which can
`
`and will contribute to a bright future for Iraq.
`
`The NCA will continue its mission in making the province a reality and has
`been engaged with U.S. State Department officials and members of the U.S.
`
`Congress.
