`the first half of the year, a report issued Thursday said.

`Of 87,000 people who died in Florida between January and July, drugs
`were found in the bodies of 3,253, the report said. The drugs weren't
`always the cause of death.

`Alcohol was found in more than half the 3,253 cases. Tranquilizers were

`found in more than 800 cases, cocaine in nearl 800.
`
`Cocaine was the biggest killer, causing 252 deaths. But heroin, which
`claimed 124 lives, was the most lethal drug - nine times in 10, when it
`was found in the body it was also the cause of death.
`
`The painkiller methadone killed 174 people. Tranquilizers killed 165.
`Oxycodone, another painkiller, killed 136. Alcohol killed 129.

`live in rison durin his appeal because he was caught with alcohol and

`Acosta was charged at a University of South Florida football game on
`Oct. 18 - the two—year anniversary of Brier's death - with misdemeanor
`counts of underage possession of alcohol and possession of marijuana.

`He also violated the terms ofhis probation by attending the game in

`At a hearing Wednesday, Circuit Judge Charles Williams ordered Acosta

`MOORE HAVEN - Florida Department of Law Enforcement agents
`seized records Thursday in an investigation of the Glades County
`building department, taking information on building permits, construction
`plans and contractors.

`The state Department of Business and Professional Regulation helped
`serve subpoenas to County Manager Cliff Miller and county building
`director Jim Weeks.
`
`Miller said state officials only told him about one complaint against the
`department, regarding Weeks‘ licensing status as a certified building
`official in Florida. Miller said he provided proof of Wee s’ valid license.

`Weeks could not be reached for comment, his office said.

`JENSEN BEACH - The body of a recluse was found inside his house,
`apparently a year after he died.

`John Joseph Nicklas was last seen in September 2002 as he headed to a
`doctor's appointment. His body was found Tuesday by Matthew King,
`who had bought the mobile home next door.
`
`King said he found his neighbor's door aj ar, stuck his head inside and
`yelled. He then found Nicklas’ mummified body on a bedroom floor.
`
`"I just ran out of there and called police," King, 26, said.

`Investigators said Nicklas, who would have been 86 years old Nov. 30,
`appeared to have died a year or more ago of natural causes, although he
`had seen a cancer specialist and had been in and out of the hospital.

`received visitors.

`littering the landscape. The
`concept is simple: design a
`building that saves energy,
`minimizes waste and is
`nontoxic to humans and
`critters. Known as "going
`green," this 21st century
`buildlng style creates
`structures that please
`customers, provide
`marketing advantages, keep
`employees healthier and
`save on future energy costs.
`
`In Tampa, only the Patel Conservatory, among a handful of others, meets the "gold standard" of green
`building. However, another Florida community is showing the way.
`
`Sarasota's local governments passed ordinances that create incentives for business owners and builders
`to think green when they're getting ready to break ground, according to John Toppe, president of Toppe
`Consultants Inc. Architects Planners. He spoke on a Tampa Downtown Partnership panel that also
`Included Paul Radauskas, a certified building official with forward-thinking Sarasota County.T
`
`What is green? An approach to designing eco-friendly workplaces that takes into account placement of
`the building's footprint and that encourages choices such as:
`
`Buying construction materials with recycled components
`
`Avoiding paints and other materials high in toxic content
`
`Planning for the use of earth-friendly chemicals for the building's cleaning and maintenance
`
`Inviting natural light into the structure
`
`Cutting back on the energy consumption that accompanies daily use
`
`The last item - occupants‘ use of energy during the workday - is vital to consider because construction
`accounts for only 2 percent of a building's energy drain. The occupant life cycle makes up 98 percent,
`Toppe says. A few simple steps - taking the trouble to safeguard indoor air quality, consider reclaimed
`water use and plan for things such as employee recycling programs - all can add up to "lmproved
`employee health and lower energy costs."
`
`On the flip side, lost productivity costs to businesses from a "sick buildlng" are estimated at from $29
`billion to $168 billion, he says.
`
`"There are now thousands of green building products," Toppe explains. "If you walk into a building like,_, .7. -
`the Patel Conservatory, you will not smell any chemical smells because it has green carpet and green .
`paint."

`Toppe is the founding president of the Florida Gulf Coast chapter of the U.S. Green Building Council, a
`12-year-old professional group that has set standards for green design and building. The association
`promotes Leadership in Energy and Environmental Design, or LEED. You can search for other LEED
`Accredited Professionals In Florida by going to the http://www.usgbc.org/ Web site. LEED accreditations
`help "define what a green building is," Toppe says.
`
`A long-time source of inspiration is Sarasota County, where businesses are rewarded with fast-track
`permitting and other goodies if they go "green." Already some 15 builders and a dozen architects in
`Sarasota have taken on green coloration, according to Radauskas. The government's strategy has
`resulted In many large building projects in Sarasota incorporating features such as:
`
`0 Use of native plants
`
`0 Integrated pest management
`
`0 Xerlscaping to reduce energy consumption
`
`0 Buildings that include large tracts of site-preserved land
`
`Setting an example for the private sector, major government buildings such as a library, an office
`complex and a judicial center in Sarasota were built to green standards.
`
`How difflcult is it to go green In planning, design and building? According to Toppe, most buildings built to
`code and compliant with current water-management district requirements are close to the goal. Getting
`to that higher gold standard may be easier than most anticipate.
`
`As a bonus, any extra outlays of cash to buy higher levels of energy efficiency pay for themselves In just
`a few years.
`
`"It's all of us working together as a team leading the transformation," Toppe says of the need for LEED-
`accredited professionals to educate others in government and industry. "You have to build partnerships,"
`Radauskas echoes.
`

`worked as a plumber from 1987 to 1990, after which he operated his
`own plumbing business for eight years. In August 1998, Hornbake
`was hired as a building inspector for DeSoto County. He was named

`Redington Shores hires new‘building official

`REDINGTON SHORES — The Board of Commissioners selected a seasoned
`building official with local ties to fill the position vacated by Mike Nadeau last
`August.
`
`Steve Andrews, who currently holds the title in Indian Rocks
`Beach, was unanimously chosen as the town's new building official at the
`commission's Feb. 14 regular meeting.
`
`Nadeau’s contract was not renewed after the commission rejected his
`demands for a substantial pay increase and additional benefits.
`
`Andrews has served as | of Indian Rocks Beach since 2001
`and has been l since 1994. His career was
`temporarily interrupted ast year when he was fired by former IRB City
`Manager John Coffey. His dismissal created a chain of events which
`eventually led to Andrews’ rehiring and Coffey’s own forced resignation.
`
`Andrews heard nothing but praise following his introduction at Redington
`Shores Town Hall. Commissioner John Branch said that Andrews was
`“checked inside and out” by the commissioners and was found to be “above
`”
`reproach.
`
`Former town administrator Don Lusk, who is running for Branch’s
`commission seat in the March elections, told Branch after the meeting that

`Wall at Parsley property draws neighbors’ protest
`
`Several residents objected to a 6-foot wall erected by the developer of the
`Parsley property that was recently annexed by the town. The wall is part of a
`condominium project being built on the site.
`
`The wall was erected at the order of former building official Mike Nadeau to
`address stormwater runoff issues, according to Beyrouti. The structure is
`part of a Planned Unit Development agreement and abuts residences along
`175th Avenue and First Street.
`
`Beyrouti said that the wall was built to grade the property and provide
`
`appropriate runoff during storms. He said that the wall will channel water
`
`that formerly ran into the town and flooded homes into the bay instead.

`“It was done to protect the town,” Beyrouti said.
`
`Resident Brigette Hervey-Anderson said that the wall was built 2 feet away
`:|rom_ari1'i existing retaining wall, creating a dark space where crime could
`ouris .
`
`Stormwater problems, loss of view, and safety issues were attributed by
`Hervey-Anderson and other residents to the 6-foot wall and what one
`termed “the 2-foot strip on no-man's land.” Hervey-Anderson also
`complained of damaged palm trees left by the developer between the walls.
`
`Mayoral candidate Tom Kapper said that he had talked to residents whose
`property abuts the wall and “they are all hopping mad about it.”
`
`Beyrouti said that the wall would have ‘been built even if the Parsley property
`had remained part of unincorporated Pinellas County. He said that building
`the wall was a part of the PUD agreement to protect against flood damage
`and that the developer had no choice in the matter.
`

`After looking at cost comparisons to lease or purchase 199 light poles and
`fixtures that will be needed when the town's utilities are undergrounded, the
`commission unanimously decided to pursue the lease option.

`Beyrouti also cited the experiences of neighboring communities in
`recommending that the town rent the lighting. He said that Indian Shores

`at their homes might soon have to take a test to prove their competency if
`the Village Board approves a proposed requirement.
`
`The Village Board, meeting as a committee of the whole last week, talked
`about four changes to the permit process, including requiring an open-book
`test for homeowners acting as their own general contractors. The committee
`also considered requiring an architect's stamp on major projects, increasing
`re-inspection fees and using building permits as legal contracts.
`
`Village officials said they want to require the open-book test because they
`have concerns about possible construction deficiencies or defects in homes
`and the problems they may pose for new owners when homes are sold.
