`Engineer petitions for rehearing of this Court's October 30, 2023 order
`denying the petition for a writ of certiorari. As noted in the Order, Chief

`Associate Justice Elena Kagan, Associate Justice Amy Coney Barrett,

`REASON FOR GRANTING REHEARING

`This Court's Rule 44.2 authorizes a petition for rehearing based on
`"intervening circumstances of a substantial . . . effect." Petitioner has found
`knowledge and is verified by Congress on Primary Water access that STOPS
