`Workload: Committee Support
`
`3GPP Working Groups continue to break all records irrespective of how their work is measured. IM
`numbers, delegate numbers, document numbers, CR numbers and the frequency of meetings are all
`on the increase. Moreover, many Working Groups continue to work late into the night and start early
`the following morning, despite the PCG guidance that has been issued on the subject.
`PCG#38 agreed to increase the MCC headcount by one additional Officer, with the intention of
`alleviating the RAN Working Group workload. We have yet to see whether this increase will be
`sufficient to cope with the increasing workload or not.

`We do not know what will happen into 2018 as Releases 15 and 16 become well underway. If the
`rate of increase in workload continues then the Partners will need to consider taking some action in
`response. Of course, the easy solution is just to further increase the support resources but this may
`not be the smartest move. Some consideration may need to be given to other, more sustainable,
`longer term solutions.
`On a related subject, some Working Groups have grown so large that it is now becoming difficult to
`find willing meeting hosts and the colocation of Working Group meetings is becoming impractical.

`Check-in at meetings
`
`At the June 2017 TSG plenaries, a disturbing tendency for delegates to check in on behalf of other
`delegates, having acquired those delegates’ tokens, was noticed. MCC was tasked to investigate further.
`In the WG and TSG meetings between November 2016 and May 2017, 450 instances of one delegate
`checking in on behalf of another, was detected. Those people were challenged to declare on their honour
`whether they had in fact participated in the meetings in question.
`The vast majority of cases were justified by one of the parties not being able to perform his own check-
`ins because of:
`• broken-down PC
`• check in attempt apparently not working
`• no access to local server due to company IT policy
`A handful of delegates confessed they had not participated and asked for their check-ins to be deleted.
`A very small number swore they were present but external evidence showed that their check-ins were
`almost certainly fraudulent.
`The PCG may wish to note this situation.

`Three antitrust and competition law training sessions have taken place so far in
`2017:

`These sessions are currently aimed at the TSG Leadership, MCC and OP staff. The
`question has again been raised as to whether such training should be extended to
`delegates as well? Some guidance from the PCG would be welcomed on whether
`the scope of these training sessions should be extended or not.

`Summary and Outlook
`
`3GPP has continued to grow during 2017 with every indicator showing an upward trend. It
`is hard to predict how the project will grow in the next 12 -18 months.
`
`The workload within the TSGs has increased since the last PCG and is predicted to
`continue doing so in order to meet the accelerated timeline for Release 15 and 16 delivery.
`
`MCC resources are being increased in order to cope with this workload, but it is not clear
`© 3GPP 2012
`whether this increase will be sufficient to meet future needs. If the growth does continue at
`the existing rate, then it may be necessary to consider a review of 3GPP working methods,
`rather than just increasing support resources. This situation will need to be closely
`monitored in the coming months.
`
`3GPP has become the focal point for delivery of 5G standards and it is important to ensure
`that the workload within the TSGs (and therefore within MCC) remains manageable and
`that the quality of the specifications produced is not compromised.
