`not mean passage is guaranteed.
`A popular voteis always a tough
`way to get approval because of the way
`the electorate typically votes, It is com-
`mon knowledge that a typical U.S.
`voter shows up less than 50 percent of
`the time to vote in an election—pro-
`gaming individuals vote this way.
`However, anti-gaming voters are not
`your typical vorers. In many oftheir
`minds, they are voting against sin andit
`becomes more ofa malian and ethical
`issue. Hence, anti-gamers tend to vote
`in a much higher percentage. Theycare
`aboutthe issues more passionately than
`the pro-gamers. This leads to winning
`polls nor always resulting in winning
`gaming votes.
`To give you an example ofthis, a 60
`percent-40 percent pro-gamingpoll will
`pnt end up
`in a losing vote. Ifonly
`0 percentofthe 60 percent polled vote
`pro-gaming, while 80 percentof the 40
`percentpolled vote anti-gaming, then
`the actual vote will turn out to be 57
`percentagainst gaming andthereferen-
`dum loses.

`In Nebraska, there are twobills on the
`ballot. The first wouldlegalize two casinos
`in Omaha andallow close to 5,000 video
`lottery terminals in bars, restaurants and
`horse tracks in the state. The second ballot
`issue would allow two casinos to be any-

`ing, when two competing gambling meas-

`tend to dilute each other and lower the
