`Declaration of Dr. Muriel Médard
`
`I.
`
`INTRODUCTION
`
`1. My name is Dr. Muriel Médard. I make this declaration based upon my
`
`own personal knowledge and, if called upon to testify, would testify competently to
`
`the matters contained herein.
`
`2.
`
`I have been asked to provide technical assistance in the inter partes
`
`review of U.S. Patent No. 10,193,600(cid:15)(cid:3)(cid:90)(cid:75)(cid:76)(cid:70)(cid:75)(cid:3)(cid:44)(cid:3)(cid:80)(cid:68)(cid:92)(cid:3)(cid:68)(cid:69)(cid:69)(cid:85)(cid:72)(cid:89)(cid:76)(cid:68)(cid:87)(cid:72)(cid:3)(cid:68)(cid:86)(cid:3)(cid:179)(cid:87)(cid:75)(cid:72)(cid:3)(cid:182)600 (cid:51)(cid:68)(cid:87)(cid:72)(cid:81)(cid:87)(cid:17)(cid:180)
`
`Ex. 1001. This declaration is a statement of my opinions on issues related to the
`
`(cid:88)(cid:81)(cid:83)(cid:68)(cid:87)(cid:72)(cid:81)(cid:87)(cid:68)(cid:69)(cid:76)(cid:79)(cid:76)(cid:87)(cid:92)(cid:3)(cid:82)(cid:73)(cid:3)(cid:70)(cid:79)(cid:68)(cid:76)(cid:80)(cid:86)(cid:3)(cid:82)(cid:73)(cid:3)(cid:87)(cid:75)(cid:72)(cid:3)(cid:182)600 Patent. I am being compensated at my normal
`
`rate of $600 per hour for my analysis, plus reimbursement for expenses. My
`
`compensation does not depend on the content of my opinions or the outcome of this
`
`proceeding.
`
`II. EXPERIENCE AND QUALIFICATIONS
`
`3.
`
`I am an independent consultant. In forming my opinions, I have relied
`
`on my knowledge and experience in designing, developing, researching, and
`
`teaching
`
`in
`
`the areas of networking, wired and wireless systems, and
`
`communications engineering. While I am not an attorney and offer no legal opinions,
`
`in the course of my work, I have had experience studying and analyzing patents and
`
`patent claims from the perspective of a person having ordinary skill in the art. I am
`
`over 18 years of age and, if I am called upon to do so, I would be competent to testify

`Declaration of Dr. Muriel Médard
`
`as to the matters set forth herein.
`
`4. My curriculum vitae (CV), which includes a more detailed summary of
`
`my background, experience, patents, designs, and publications, is included as
`
`Exhibit 2002. In the last four years, I have testified in the matter of Shichinin, LLC
`
`v. Sprint Corp., No. 1:21-cv-00483 (D. Hawaii).
`

`
`I received a Bachelor of Science in Electrical Engineering and
`
`Computer Science (1989), a Bachelor of Science in Mathematics (1989), a Master
`
`of Science degree in Electrical Engineering (1990), and a Bachelor of Science in
`
`Humanities (1991), all from the Massachusetts Institute of Technology (MIT). In
`
`1995, I also received a Doctorate of Science in Electrical Engineering from MIT. In
`
`the United States and abroad, a Doctorate of Science (Sc.D.) in Electrical
`
`Engineering is at least equivalent in training, mastery level, and prestige to a
`
`Doctorate of Philosophy (Ph.D.) in Electrical Engineering.
`
`6.
`
`I have extensive industry and academic experience related to the field
`
`of communications, including wireless communications. Specifically, I have over
`
`30 years of academic and industry experience in the design, modeling, and
`
`development of computer networking devices, including optical networks and
`
`protocols.
`
`7.
`
`After graduating from MIT with a Sc.D. in 1995, I worked as a staff

`
`member at the MIT Lincoln Laboratory for two and a half years in the Optical
`
`Communications group and the Advanced Networks groups. In 1998, I joined the
`
`University of Illinois, Urbana-Champaign faculty as an Assistant Professor for a year
`
`and a half, where I researched and taught subjects in communications and continued
`
`to research, publish, and teach in the area of communications.
`
`8.
`
`In January 2000, I joined the faculty of MIT as an Assistant Professor,
`
`where I have since taught and researched in the areas of communications and
`
`networking. As a faculty member at MIT, I was promoted to Associate Professor in
`
`2003, Associate Professor with Tenure in 2005, and Full Professor in 2008. In 2014,
`
`I was granted a prestigious chair and became the Cecil H. Green Professor of
`
`Electrical Engineering Computer Science at MIT.
`
`9.
`
`During this time, I continued to work, publish, and teach in the area of
`
`communications, including wireless communications. In that context, I co-organized
`
`or served as a Technical Program Committee Member for a large number of
`
`conferences covering communications. In particular, I have been Technical Program
`
`Co-Chair for the Institute of Electrical and Electronics Engineers (IEEE)
`
`International Symposium on Information Theory (2007, 2022), IEEE Netcod
`
`(workshop on network coding) (2006, 2012), IEEE/International Federation for
`
`Information Processing (IFIP) WiOpt (symposium on modeling and optimization in

`Transactions on Information Forensics and Security and for the IEEE Journal on
`
`Selected Areas in Information Theory (JSAIT). I have been on the Editorial Board
`
`of the Proceedings of the IEEE from 2019-2021. I have served on the inaugural
`
`Steering Committee of JSAIT from 2017-2020 and on the inaugural Steering
`
`Committee of the IEEE Transactions on Network Science and Engineering in 2013-
`
`2016. Besides my own reading of the literature in the domains in which I have
`
`worked, I was an editor, conference organizer, and technical program committee
`
`member in charge of handling the review of a large number of technical papers. As
`
`such, I gained the ability to properly gauge the state of the art and the general
`
`technological understanding of the profession. The vast majority of the papers I
`
