`The ‘426 Patent describes and claims a method and systems and/or system components

`for controlling an attach state of a user equipment device (UE) in a telecommunications network.
`
`Someservices in telecommunications networks may involve to machine-to-machine (M2M)
`
`communications, also referred to as machine type communications (MTC). Examples may
`
`include automated utility meter reading (“smart meters”) and sensors on vending machines.
`
`Proliferation of large numbers of MTC devices can place a high demandon control-plane
`
`resources of a network, while usingrelatively little data-plane resources compared with typical
`
`UEs. One elementof control-plane resources relates to the attach state of MTC devices, which,
`
`in addition to control signaling, may involve storing subscription data and other information
`
`associated with MTC devices in control network control nodes. This aspect of MTC utilization
`
`has been recognized in the art, and various standards-based approachesto addressing it have
`
`been proposed involving needs-basedregistration and attachment. However, the proposed
`
`approaches introduce operational inefficiencies, and at the same timefail to adequately or
`
`satisfactorily relieve the storage burdens imposed even by needs-basedregistration and
`
`attachment of MTC devices.

`The method and systems of the ‘426 Patent provide, inter alia, for a two-stage data
`
`transfer during an attach procedure in whicha “first set of subscription data” is transferred from
`
`a “subscriber database” to one or another type of network control node in a “first transfer stage,”
`
`and a “secondset of subscription data” is transferred in a “second transfer stage.” The two-stage
`
`procedure supports a partial attach state and a complete attach state, thereby largely relieving the
`
`amount of subscription data and information that needsto be stored in network control nodes.

`telecommunications systems. The documentidentifies and specifies general requirements for
`
`MTC; identifies service aspects where network improvements (compared to the current human-
`
`to-humanoriented services) are needed to cater for the specific nature of machine-type
`
`communications; and specifies MTC requirements for these service aspects where network
`
`improvements are needed for MTC. TS 22.368, Scope, page 5. The ‘143 Application disclosed
`
`TS 22.368 in the “Background”section (page 1, line 17), as backgroundin an introductory
`
`description of MTC. TS 22.368 does not disclose at least (1) a two-stage transfer of subscription
`
`data, (2) first or second sets of subscription data that are transferred during a two-stage transfer,
