`3GPP TSG RAN WG1 Meeting #86bis
`Lisbon, Portugal, 10th – 14th October 2016
`
`1 Opening of the meeting
`Mr Satoshi Nagata (RAN1 Chairman) welcomed the participants of the RAN WG1 86 meeting and opened the meeting at 09:00.
`Mr Johan Bergman from Ericsson welcomed the delegates on behalf of the European Friends of 3GPP, Alcatel-Lucent, Apple,
`BlackBerry, Deutsche Telekom, Ericsson, Huawei, Intel, KPN, Motorola, Nokia, Orange, Qualcomm, SIMAlliance, Sony,
`TeliaSonera, Telefonica, TIM, Telenor, Vodafone and detailed the domestic arrangements for the full week.
`
`R1-1608562
`
`1.1 Call for IPR
`The attention of the members of this Technical Specification Group was drawn to the fact that 3GPP Individual Members have
`the obligation under the IPR Policies of their respective Organizational Partners to inform their respective Organizational
`Partners of Essential IPRs they become aware of.
`The members take note that they are hereby invited:
`
`
`to investigate whether their organization or any other organization owns IPRs which were, or were likely to become
`Essential in respect of the work of 3GPP.
`
`-
`
`-
`
`to notify their respective Organizational Partners of all potential IPRs, e.g., for ETSI, by means of the IPR Information
`Statement and the Licensing declaration forms (e.g. see the ETSI IPR forms http://webapp.etsi.org/Ipr/).
`
`1.2 Competition law statement
`The Chairman also drew Member’s attention to the fact that 3GPP activities are subject to antitrust and competition laws and that
`compliance with said laws is therefore required of any participant of this WG meeting including the Chairman and Vice Chairmen.
`In case of question, please contact your legal counsel.
`The present meeting will be conducted with strict impartiality and in the interests of 3GPP.
`Furthermore, the Chairman reminded Members that timely submission of work items/contributions in advance of WG meetings is
`important to allow for full and fair consideration of such matters.
`
`1.3 Network usage conditions
`The PCG has laid down the following network usage conditions:
`
`
`Users shall not use the network to engage in illegal activities. This includes activities such as copyright violation,
`hacking, espionage or any other activity that may be prohibited by local laws.
`
`Users shall not engage in non-work related activities that consume excessive bandwidth or cause significant
`degradation of the performance of the network.
`Since the network is a shared resource, users should exercise some basic etiquette when using the 3GPP network at a
`meeting. It is understood that high bandwidth applications such as downloading large files or video streaming might be
`required for business purposes, but delegates should be strongly discouraged in performing these activities for personal
`use. Downloading a movie or doing something in an interactive environment for personal use essentially wastes
`bandwidth that others need to make the meeting effective. The meeting chairman should remind end users that the
`network is a shared resource; the more one user grabs, the less there is for another. Email and its attachments already
`take up significant bandwidth (certain email programs are not very bandwidth efficient). In case of need the chair can
`ask the delegates to restrict IT usage to things that are essential for the meeting itself.
`
`1. DON’T place your WiFi device in ad-hoc mode
`2. DON’T set up a personal hotspot in the meeting room
`3. DO try 802.11a if your WiFi device supports it
`4. DON’T manually allocate an IP address
`5. DON’T be a bandwidth hog by streaming video, playing online games, or downloading huge files
`6. DON’T use packet probing software which clogs the local network (e.g., packet sniffers or port scanners)
`

`Final Report of 3GPP TSG RAN1 #85 v1.0.0
`ETSI
`The document was presented by Patrick Mérias (ETSI Mobile Competence Center) and provides the outcomes of last meeting in
`China.
`Discussion: MCC due to the inflation of contributions (>1800 at meeting start), RAN1 will shortly burst the 9999 tdocs per
`year barrier (4 digits upper limit) – RAN1 was warned that 5 digits numbering might be introduced at the next meeting.
`MCC rapporteurs of WI/SI chairing sessions during the week are requested to highlight and use the bold type to clearly show
`the treated contributions in their notes and help MCC recording correct statuses in 3GU.
`Decision: The document is approved.
`4 Highlights from RAN Plenary
`R1-166057
`Selected highlights from RAN#72 of relevance to RAN1 RAN1 Chair
`The document was presented by RAN1 Chair and feedbacks the decisions made by RAN#72, relevant to RAN1.
`Discussion: Chair  regarding the additional ad-hoc meetings for NR, current view is as follows:
`
`January 2017 – 5days meeting – likely in the US (exact location still to be defined)
`
`June 2017 – 4days meeting – likely in Asia (Japan, India)
`Decision: The document is noted.

`R1-166073
`LS to RAN1 on clarification on MIMO capability RAN2, Huawei
`The document was presented by Xia Yuan from Huawei and raises an IOT issue if UE and network have different understanding
`in the case where, for instance the UE supports following two combinations simultaneously:
`Combination 1: Band A 4*4 layers; Band B 2*2 layers
`Combination 2: Band A 2*2 layers; Band B 4*4 layers;
`How can the UE to determine the maximum number of layers for RI bit and Kc? 4*4 layers for band A or 2*2 layers for band A?
`Decision: The document is noted.
`R1-167906
`Reply LS for clarification on MIMO capability Huawei
`Discussion: .Qualcomm confirmed solution 2 is the preferred one. Potential UE capability discussion may be needed in RAN2.
`Decision: The document is noted and final LS is agreed in R1-167914.
`
`
`LS on 256QAM support for UE Category 9/10 from Rel-12 RAN, Intel
`R1-166086
`The document was presented by Seunghee Han from Intel and asks to create the CRs reflecting that:
` For a Rel-12 UE supporting all UE radio access capability parameters for both Cat.9/10 and Cat.13,
`o The UE can report both Cat.9/10 and Cat.13
` The eNB may understand that the UE supports all UE radio access capability parameters of both
`Cat.9/10 and Cat.13
` Therefore either category can be applied individually (but not a combination of parameters of
`different categories)
`
`Decision: The document is noted.
`
`Discussion on UE reporting both category 9/10 and 13
`R1-166192
`The document was presented by Xia Yuan from Huawei.
` Proposal: DL UE category 13 could indicate category 9 or 10 if supported
`Decision: The document is noted.

`Intel Corporation
`Discussion on simultaneous signaling of categories 9/10 and 13
`R1-166500
`The document was presented by Alexei from Davydov and proposes the following principles for deriving rate matching
`parameters and storing the received soft channel bits for such UEs are as follows:
` No specification change is required for the rate matching procedure in TS 36.212 to support UE simultaneously
`indicating support of category 9/10 and 13
` To support UE simultaneously indicating support of category 9/10 and 13 the Nsoft for sorting the received soft channel
`bits in TS 36.213 should be based on UE category 9/10 rather than DL category 13.
`Discussion: Qualcomm  not aligned with RAN’s agreement
`Decision: The document is noted.
