`make this certification. I am a citizen of Uruguay. The evidence set out in this

`Certification is based on my personal knowledge.

`In 2005 I was employed as an oceanographer by Dirección Nacional
`
`de Recursos Acuáticos, DINARA, which is the Uruguayan state agency
`
`responsible for regulating and controlling fishing activities in Uruguay.
`

`I am an author of the publication “DESCRIPTIVE ANALYSIS OF
`
`HAUL DATA FROM F/V “ATLANTIC NAVIGATOR” IN ELEPHANT
`
`ISLANDS (48.1), SOUTH GEORGIAS ISLANDS (48.3) AND SOUTH
`
`ORKNEY ISLANDS (48.3) KRILL FISHERY (SUMMER 2004 - EARLY
`
`WINTER 2005)” which I understand is Exhibit 2002 in the proceeding referenced
`
`above.

`Ex. 2002 is a true and correct copy of the publication referenced in
`
`paragraph 3 and submitted to CCAMLR in June 2005. The publication is available
`
`on request from CCAMLR with author approval and is referenced on the world
`
`wide web at https://www.ccamlr.org/en/wg-emm-05/12.
