`On the governor’s watch list
`
`Failure to meet state benchmarks has put Los Angeles County
`on the governor’s watchlist, which can result in increased
`oversight and additional closures to combat the virus.
`
`Over the past two weeks, the county has reported 27,739 new
`cases, above the standard for disease transmission.
`
`The number of hospitalizations has been steady. There are
`now 1,898 patients with a confirmed or suspected case.

`The county’s hospital capacity is within state standards. Less
`than 80% of ICU beds are occupied and at least 75% of
`ventilators are available.
`
`Note to readers
`
`Last week, technical problems with a state database delayed the tabulation of
`nearly 300,000 test results. Tallies dipped, and then surged, due to the
`bottleneck.
`
`The L.A. County Department of Public Health announces new cases and deaths
`each day, as do the independent agencies governing Long Beach and Pasadena.
`Not all of the agencies provide a tally of how many people have recovered from
`COVID-19.
`
`Though bottlenecks in testing and reporting lags can introduce delays, the
`latest numbers appear here as soon as all three agencies have reported. So far
`today, one of the three local departments have released new numbers.

`The lines above are seven-day averages. They offer a more stable view of the trend than daily totals. That's why
`experts wait for lines like these to flatten before they say conditions are improving.
`
`State and local officials are closely watching the latest figures as they weigh
`when and how to reopen. One metric is whether counties have kept new cases
`under 100 per 100,000 residents over a recent 14-day period.
`
`Los Angeles County is currently higher than that recommended level,
`according to the latest publicly-available figures. Over the last two weeks,
`officials have reported 27,739 new cases, which amounts to 275 per 100,000.

`
`Lockdown measures aim to slow the virus in hope of preventing hospitals from
`being overrun.
`
`In late July, the Trump administration changed how hospitals must report
`data. State officials say the transition is complete and that hospital data are
`now stable.
`
`To keep tabs on capacity, officials watch out for rapid increases in the number

`Officials also closely monitor the number of beds open in intensive-care units.
`In late July, the state changed its tracking method to exclude beds that are only
`for infants from the count.

`Nursing homes have become a tragic focal point of the coronavirus outbreak.

`
`State and county totals come from a continual Times survey of California's 58 county
`health agencies as well as the three run by cities. Those figures are ahead of the totals
`periodically released by the state's Department of Public Health. State officials
`acknowledge that their tallies lag behind the updates posted by local agencies throughout
`the day and do not dispute The Times' method.
`
`Data from other states, Washington, D.C. and Puerto Rico are collected by researchers at
`the Johns Hopkins University Center for Systems Science and Engineering.
`
`Data on hospitalizations, tests, demographics and nursing homes come from California's

`
`Closures and restrictions are drawn from an ongoing Times survey of county governments.
