`1. Opening remarks and introductions
`
`Chair Ajay Luthra convened the meeting on 09/19/2011 at 9:30 am. The meeting was held on 09/19/2011
`and 09/20/2011 in Louisville, CO and was hosted by CableLabs. Chair introduced the chairs of various ad-
`hoc groups present at the meeting. Chair, Ajay Luthra, also announced that his tenure as chair of L3.1 will
`end on Sept 30, 2011 and Anthony Vetro will be the new chair starting from Oct 1, 2011.
`
`1.1 Meeting guidelines (Anti-Trust)
`
`The Chair stated that the meeting was operating under INCITS procedures, and called special attention to
`the ANSI patent policies and the INCITS antitrust policies (http://www.incits.org/). The Chair noted that
`the INCITS Antitrust Guidelines applied to this committee meeting, and that it was the responsibility of all
`attendees, and not just the Officers, to ensure that the Guidelines are followed, and to terminate discussions
`if they are not.
`
`2. Agenda
`
`An electronic version of the agenda and supporting documents were distributed via email. Chair presented
`the agenda, and made a call for any new agenda items. Agenda as noted in L3.1-2011-00029 was agreed
`upon by the meeting participants. (Proposed – Walt Husak, Second – Wo Chang, no objections)
`
`3. Attendance and Membership
`
`3.1 Gaining and Losing Voting Membership
`
`Information on how membership is gained, maintained, and lost in any INCITS Technical Committee or
`Task Group may be found in RD-2 at www.incits.org. An overview of these requirements was introduced
`by the chair.

`List of the companies who were present at the opening and the closing roll calls is provided in Annex A.
`Individual attendees marked their attendance on the L3.1web site. Names of the individuals who were
`present for the face-to-face meeting in Louisville are provided in Annex B.
`
`3.3 Jeopardy List
`
`It was conveyed that if a company fails to attend 2 out of 3 meetings then the company is in jeopardy of
`losing the “Voting” status. If that company does not attend the next meeting, it looses the “Voting” status.
`Companies falling in jeopardy this meeting are shown in Annex A.
`
`4. Meeting Minutes
`
`After brief reports from the ad-hoc groups’ chairs, HoD and members who attended previous WG-11
`meeting, detailed work plan was developed and breakout groups were formed to discuss ballot positions
`and the resolutions. The approved Ballot Positions and resolutions for WG-11 are provided in L3.1-2011-
`00032. The approved resolutions for L3 are provided in L3.1-2011-00041. The delegation roster for WG-
`11’s Geneva meeting is provided in L3.1-2011-00030.
`
`5. Future Meeting Schedule
`
`The next two L3.1 meetings are planned to be held on Jan 5, 2012 (teleconference from 10:00 am to 1:00
`pm, Pacific Time) and in the first half of March 2012 (tentatively Face to Face). Confirmation of the dates,
`the meeting times and the meeting places for these meetings will be sent via email on the L3.1 reflector.
`
`6. Adjournment
`
