`have been a professor for 27 years. I hold a Ph.D. in Library and Information
`
`Studies from the University of Wisconsin-Madison and a Masters in Library and
`
`Information Studies from the University of Wisconsin-Madison.

`I am an expert on library cataloging and classification and have
`
`published two books on this subject, Organizing Audiovisual and Electronic
`
`Resources for Access: A Cataloging Guide (2000, 2006). I teach a variety of
`
`courses in the area of information organization and access, including “Cataloging
`
`and Classification,” “Advanced Cataloging and Classification,” “Organization of
`
`Internet Resources,” “Internet Searches and Web Design,” “Advanced Information
`
`Retrieval and Analysis Strategies,” “Digital Content Creation and Management,”
`
`and “Information Literacy Instruction.” My research interests cover cataloging and
`
`classification, information organization, metadata, information retrieval,
`
`information architecture, digital collections, scholarly communication, digital
`
`scholarship, data management, user interaction with information systems, and
`
`others.
`
`III. LIBRARY RECORDS
`

`I am fully familiar with a library cataloging encoding standard known
`
`as the “Machine-Readable Cataloging” standards, also known as “MARC.” The
`
`standards were developed by Henriette Avram in the 1960s for libraries to create
`
`

`and share bibliographic records. MARC became the national standard for sharing
`
`bibliographic data in the United States by 1971 and the international standard by
`
`1973. It is the primary metadata transmission standard for the transfer and storage
`
`of bibliographic metadata in libraries. Experts in my field would reasonably rely
`
`upon MARC records when forming their opinions.
`

`The MARC standards define the field designation, structure and
`
`content designation of MARC records. A MARC bibliographic record consists of
`
`fields, and each field provides specific information, such as author, about the item
`
`represented by the record. MARC uses a simple three-digit numeric code to
`
`identify each field, and most fields have field-specific indicators and subfields.
`
`Appendix F is a copy of Parts 7 to 10 of “Understanding MARC Bibliographic”
`
`(http://www.loc.gov/marc/umb/) from the Library of Congress that explains
`
`commonly used MARC fields. For example, the personal author of a publication is
`
`recorded in Field 100, the title is recorded in Field 245, information about the place
`
`of publication and publisher is recorded in Field 260, the physical format and
`
`characteristics of a publication are recorded in Field 300, and topical information is
`
`recorded as subject headings in Field 650 (Field 650 can be repeated to encode
`
`multiple topics).
`
`10. Online Computer Library Center (OCLC) is a global nonprofit library
`
`cooperative that manages the largest bibliographic network of the world, with more
`
`

`than 380 million records and 16,964 member institutions (many of which are
`
`libraries of some type) in 122 countries. OCLC was created “to establish, maintain
`
`and operate a computerized library network and to promote the evolution of library
`
`use, of libraries themselves, and of librarianship, and to provide processes and
`
`products for the benefit of library users and libraries, including such objectives as
`
`increasing availability of library resources to individual library patrons and
`
`reducing the rate of rise of library per-unit costs, all for the fundamental public
`
`purpose of furthering ease of access to and use of the ever-expanding body of
`
`worldwide scientific, literary and educational knowledge and information.”1
`
`11. OCLC members can contribute original cataloging records in MARC
`
`to the bibliographic network or derive cataloging records from existing records, an
`
`activity referred to as “copy cataloging”. When an OCLC participating institution
`
`acquires a work, it can create an original MARC record for this work in OCLC’s
`
`Connexion system (a cataloging system), and the system will automatically
`
`generate a code for the date of record creation in the yymmdd format, and add the
`
`creating library’s OCLC symbol to subfield a of Field 040. Once the MARC
`
`record is in Connexion, it becomes available to other OCLC members for adoption
`

`to their local online catalogs. The record—presented in a labeled format, not
`
`MARC—also becomes searchable and viewable on WorldCat, which is a web
`
`portal to the collections of more than 10,000 libraries worldwide.
`
`12. Library online catalogs are based on MARC records that represent
`
`their collections to help the public understand what materials are publicly
`
`accessible in those libraries. Most libraries with online catalogs have made their
`
`catalogs freely available on the Web. These online catalogs offer user-friendly
`
`search interfaces, often in the form of a single search box, to support searching by
`
`author, title, subject, keywords and other data elements. They also offer features
`
`for users to narrow their search results by language, year, format, and other
`
`elements. Many libraries display MARC records on their online catalogs with
`
`labels for the data elements to help the public interpret MARC records. Many
`
`libraries also offer an option to display MARC records in MARC fields. For
`
`publications such as monographs, after a MARC record is created and made
`
`searchable on a library catalog, it is customary library practice to have the physical
`
`volume processed for public access soon after, usually within a week.
`
`13.

`I am personally familiar with many online catalogs, databases, and
`
`search engines. In preparing for this declaration I used authoritative information
`
`systems such as the online catalog of Library of Congress (http://catalog.loc.gov)

`to search for records. These records are identified and discussed in this

`Congress online catalog. The ISBN field presents the same International Standard

`Book Number (“0023511826”) listed on the copyright page of Exhibit LGE-1014,
`
`and the LCCN field information matches the Library of Congress Catalog Card
`
`Number (“96041825”) listed on the copyright page of Exhibit LGE-1014. The
`
`“Where to Request” area shows the call number of the book is “TK7881.15 .H37
`
`1997” Copy 1, users can request it at “Jefferson or Adams Building Reading

`the Cataloging in Publication (CIP) Program of the Library of Congress. CIP
`
`catalogs books in advance of publication to alert the library community to
`
`forthcoming publications and to facilitate acquisition. The initial CIP record is
`
`created based on information submitted by the publisher and sent to the publisher
`
`after it is created. The Library of Congress also distributes CIP records in MARC
`
`format to large libraries, bibliographic services, and book vendors around the
`
`world. After the book is published, the publisher is obligated to send CIP a copy,
`
`and the newly received publication is used by CIP catalogers to verify and update
`
`data in the initial CIP record. A local note in Field 955 shows the cataloging
`
`processing dates, indicating the record detail was verified on “12-11-96” (i.e., Dec.
`
`11, 1996).
`
`16. After material processing, this title would have become publicly
`
`accessible at Library of Congress soon after December 11, 1996. It is customary
`
`library practice to make new publications available to the public soon after the
`
`MARC record is added to the cataloging system, and in academic libraries it
`
`usually takes about a week after record creation. The large volume of materials for
`
`processing at Library of Congress means it may take longer than a week for this
`
`new publication to be processed for public access. My conservative estimate is
`
`that it could take two to three months for the item to be shelf-ready. That means
