`DECLARATION OF BAIGENG JIANG UNDER 37 CFR § 1.131

`I, Baigeng Jiang, make the following declaration from my own personal
`
`knowledge and, if called upon, I can and will competently testify under oath. I am
`

`over 18 years of age, and declare as follows:
`
`1. I am a US citizen and I reside at 10010 Dauntless Street, San Diego CA
`
`92126.
`
`2. I am an attorney licensed to practice law in California. My state bar number
`
`is 156932.
`
`3. I was Dr. Tiejun Wang's lawyer during 2003-2005 while Dr. Wang was a
`
`Ph.D. student at University of California, San Diego (UCSD).
`
`4. During 2003-2004, I met with Dr. Wang's family including his wife, Mrs.
`
`Ning Wang, and his sister, Dr. Tiehong Wang multiple times.
`
`5. During Chinese New Year holiday around January 22nd 2004, I invited Dr.
`
`Wang and his family to celebrate Chinese New Year at my house in San Diego.

`6. During their visit, Dr. Tiejun Wang and his co-inventor, Dr. Tiehong Wang,
`
`presented me Exhibits 2025 and 2026 showing their ideas and invention described
`

`within the documents.
`
`7. During this same visit, Drs. Wang told me about development of2G and 3G
`
`and high-resolution multimedia information and real time applications on future
`
`cellular phones. They described their invention using figures on page one and page
`
`four in Exhibit 2026 to me; they also explained the content written in Exhibit 2025
`

`to me. Both Exhibit 2025 and Exhibit 2026 are attached.
`
`8. As a layman to telecommunication and with very limited knowledge of the
`
`subject, I still could sense what Drs. Wang described in Exhibits 2025 and 2026
`
`was something of great value. I suggested to Drs Wang that they consult a patent
`
`attorney and prepare to apply for a patent.
`
`9. Under penalty of perjury, I swear the above statement is true and accurate.
