`I, William A. Rakoczy, declare as follows:

`I am an experienced litigating attorney with more than twenty (20)

`I am a member in good standing of the Illinois State Bar and am

`admitted to practice in the Supreme Court of the United States, United States Court

`Circuit, United States Court of Appeals for the District of Columbia Circuit,

`United States Court of Appeals for the Fourth Circuit, United States Court of

`Appeals for the Third Circuit, and the United States District Courts for the

`Northern District of Illinois, Western District of Wisconsin, District of Columbia,

`Western District of Michigan, and District of Colorado.
