`Approval of Technical Specifications and Technical reports by a TSG shall normally be by consensus. Where consensus
`cannot be achieved in the TSG a vote may be taken.
`when Technical Specifications and Technical Reports become sufiiciently stable. they shall be put under change control of
`the relevant TSG. The further elaboration oithese Technical Specifications and Technical REDORS shall be achieved by
`Change Requcsb (CR5) to be approved by the TSG.
