`ABSTRACT
`
`In one embodiment, the system includes a processor, referred
`to herein as a tandem access controller (fAC). coupled to the
`PSTN, where the TAC allows a subscriber to set-up and make
`changes to the configuration of his or her phone line or other
`communications device. Such changes include sdi!Ctive call
`forwarding. In one embodiment, the TAC is controlled by the
`subscriber using the web. "lbe TAC is 1.:oupled internally to the
`PSTN in a locul service area and is outside the central oflice
`of the subscriber. A calling party makes a first call to the
`subscriber using the subscriber's public telephone number.
`'lbe ·1:-\C receives the first cull prior to the cull rc-.tching the
`subscriber's tenninating centr.tlolllce. which in some cuses
`uvuids 11 toll. The "[o\C then carries out the subscriber's
`instructions lor the first cull. such as makin11- one or more
`SI.'Ctmd c1slls using telephone numbers dilli:rent from the sub(cid:173)
`scriber's public telephone number. When the si!Cond call is
`unswered, the answering phone is connected by the TAC to
`the caller.

`Call Forw<lrding is one popular provision. "lb~:rc is signi·

`the edge subscriber, the called party. pays lor the call to the
`forwarding number. For enhan~o'l.>d inbound call control to

`A variety of services have arisen to addrt.'SS the pn1blems
`mentioned above. Many of th~o-se systems :tlluw thc calk-d
`party to make changes to his/her call forwarding attributes

`vices provide good user interaction. some via the internet. but

`For example, MCI ollers a service where the custom~:r cwt
`remotely clumge the lorwurding target nwnber for "800"
`munbcrs. Contacting the ultimate end-user bclbrc tcrminat·
`ing the first incoming call is similar to the manner in which
`JS "MOO" credit c<tlls undc(111ect calls ureprt1Ccss~o-d. but these nrc
`not done at the local subscriber level.
`In addition to these toll services. there arc t.-dgc dcv1ccs that
`perlorm some of the same services. Edge d~o-vices such as
`phones and PBXs th:tt include voice m<~il. inter-<~ctivc vuicl.'
`response, call forwarding. spiX.>d calling. etc .. have been used
`to provide additional call control. These di.'Vices allow the
`phone user direct control over incommg and outgoing calls.
`The disadvantage of ~o>dge devices is that they add cost,
`dcgrade voice and tmnsmission quality. can be dillicult to
`program. are not easily progranun~o>d remotely, can require the
`us~:r to pay for two lines, provide lower quality of service, and
`c1mnot provide the same level of lunctionulity as a system that
`controls the PSTN dir~o'Ctly. There are 'voice Over Internet
`Protocol (VoiP) products emerging that provide better user
`interfaces and control but they do not take ndvamage and
`voice quality of the PSTN.

`Pt.>ople have used various means lilt limiting interruptions
`due to the telephone. In the past, people used switchboards
`and secretari~o'S to screen incoming, or inbound. calls. Voice
`mail systems took over some of this role both in the home and
`in the centr.tl office. Today, there are web-based companies
`managing 3rd·party call control, via the toll-switch network,
`which allow users to enter call control inlormmion through a
`web portal. Th~:re arc also edg~: d~o-vices in each oftbl.' public
`telephone company's central offices which provide local con(cid:173)
`trol, but olli:r an extremely limitoo number of lcatures and do
`not provide true 3rd·party call control.
`"llte web-based toll syst~:ms pruvid~: good user interaction
`hut th~!J are not economical and cannot take :tdvantage of
`local number portability because they do not provide local 4o
`control and connectivity.
`'llte Public Switched Telephone Network (PSTN) consists
`of a plurality of edge switches cmmected to telephones on one
`side and to a network of twtdem switches on the other. The
`tandem :;witch network allow:; connectivity betw~ooen all of the 4S
`edge switch~o-s, and a signaling system is used by the PSTN to
`allow calling and to transmit both calling and called party
`identity.
