`I am writing to update your office regarding the United States pilot project being
`conducted to test Malaysian Smart Passports. As you know, for almost two years we have been
`utilizing IRIS Malaysian passport readers. They were placed at several U.S. international ports of
`entry and our Forensic Document Laboratory.
`
`The project has been very successful. We recently surveyed both the ports that utilize the
`readers, as well as the Forensic Document Laboratory to learn about their experiences with the
`new technology. In some airports specific lines were set up for Malaysian passport holders, while
`in most locations primary inspectors simply referred Malaysians to a specific area where the
`reader is located.

`As of June, 2002 the prej ect allowed us to speed the entry of more than 4500 legitimate
`Malaysians entering the United States. Furthermore, eight irnposters have been apprehended
`attempting to enter with photo-substituted Malaysian passports. All were arrested within seconds
`of presenting their documents to the inspector, as the readers did not confirm their identity.
`
`I feel very comfortable inforrning you that as a direct result of the inability to corrupt,
`cornprolnise, or otherwise tamper with the IRIS chip (contained in Malaysian "smart" passports)
`US. immigration officials have become much less suspicious of the Malaysian passport.

`"smart" passport is a tremendous tool. We hope that this technology is proliferated" so that we
`may all achieve a greater degree of security during this uncertain and troubling period in the
`world's history.
