`Currently serving as a subject matter expert for a diverse range of engagements related to smart
`cards, biometrics and other high assurance identification verification initiatives for Government
`credentialing programs as well as one off enterprise solutions.
`
`Have provided technical due diligence and counsel to such clients as Citigroup Asia, US
`Government Department of Homeland Security (DHS), Department of Justice (DoJ), Security
`Industry Association (SIA), the National Institute of Standards and Technology (NIST) and the
`Smart Card Alliance (SCA). Currently providing biometrics and card credentialing subject matter
`expertise to the DHS Transportation Security Administration (TSA) Transportation Worker
`Identification Credential (TWIC) card program. Program duties include all aspects of the TWIC
`program inclusive of enrollment, vetting, card issuance, public key infrastructure (PKI) usage,
`card life cycle management, reader specification and product testing and approval processes.
`The role is also providing dual-interface smart card JavaCard with GlobalPlatform design
`guidance, durability analysis, issuance cross-checking utilities, identity verification method
`recommendations and oversight on authentication protocol usage within the TWIC program. The
`role advises the TWIC program on all relevant NIST Federal Information Processing Standards
`(e.g. FIPS 201, FIPS 140) and requires participation on many Government Only as well as
`public/private standards bodies and interest groups.
`
`Serve as a member of the US Standards group ANSI INCITS B10 and, as required, a US
`delegate to ISO/IEC JTC1 SC17 WG4 (Integrated Circuit Cards with contacts) focused on
`identification cards and solutions. Recipient of the Merit Award from INCITS.

`Professional (CSCIP) program.

`Served as the Senior Smart Card Business Development Manager / Senior Field Technical
`Manager of Sharp Microelectronics of the Americas, a world leader in LCD, Integrated Circuits,
`RF, Imaging, and Optoelectronics technology. I served as a subject matter expert in the area of
`Smart Card technologies, development leader and integration of smart card technology into
`identity, payment, and telecommunication solutions.
`
`I represented SHARP as a member of the "cards with Integrated Circuit" Standards setting body
`ISO/IEC JTC1 SC17 working groups WG4 and WG10. I performed the role of Project editor for
`ISO/IEC 24727 Part 1 which deals with the architecture for interoperable Smart Card
`environments. I served SHARP as a member of ANSI INCITS B10 to include having served as
`the vice-chair on B10.9 concerned with the national standardization of the Government Smart
`Card Interoperability Specification (GSC-IS) and related Personal Identification Verification (PIV)
`initiative. I was the SHARP principal member to the Smart Card Alliance. I have spoken at
`CardTech/SecurTech, Smart Card Alliance, and have been interviewed in the press to include
`spots in Card Technology Magazine.
`
`My primary role at Sharp was to raise awareness and engage key partners to use the Sharp 16-
`bit 1 MB JavaCard Smart Card platform. I was further tasked to influence requirements for the
`benefit of the SHARP portfolio.

`I began work for Mars Money Systems in 1983 as a systems programmer. I was promoted to

`business. I was able to improve production yield by 25%, lower cost of sales by 15%, and
`assist in improving market penetration from 10% to greater than 60%.

`I was assigned out of Officer Basic (US Signal Corp) to the Communications Electronics
`Command at Fort Monmouth, New Jersey. This division was a major participant in DARPA
`(Defense Advanced Research Project Agency) Information Technology solutions including
`ARPANET, a predecessor to the Internet, Marine Packet Radio (that invented TDMA later used
`in commercial cellular telephones), and Position Location and Reconnaissance (PLARS) which
`became the Global Positioning System (GPS) many years later.

` - Actively participated in the research and development of software intensive terminals
`and peripherals encompassing device mechanisms, microprocessor technologies (HW/SW) and
`system integration. I was part of a high level research team exploring distributed processing
`configurations. I was promoted to the rank of Captain prior to leaving the service for private
`industry.
