`Conditions for Granting a License

`The conditions under which a license may be granted to a branch of a foreign
`institution of higher education were set out in Amendment 11 to the Council for Higher
`Education Law, in Section 25D of the Law.
`
`The following are the main conditions:
`
`1. The institution in Israel relies and is based on the academic institutions of the parent
`institution abroad;
`
`2. The parent institution abroad is an accredited academic institution in the country in
`which it operates and is authorized to confer academic degrees, including the degree
`which it wishes to grant to those who study in its branch in Israel;
`
`3. Studies in Israel are recognized by the parent institution according to the law which
`applies in the country of the parent institution;
`
`4. All of the studies conducted in the branch in Israel are identical, or only slightly
`different, to the studies in the parent institution abroad;
`
`5. At least 30% of the study program in Israel is taught by lecturers from the parent
`institution abroad;
`
`6A. The extent and length of study for a bachelor’s degree will not be less than the
`extent and length of study of comparable bachelor’s degree programs in accredited
`Israeli institutions. In any event, the length of study must not be less than six academic
`semesters customary in Israel;
`
`B. The extent of study for a master’s degree will not be less than the extent of study for
`a master’s degree in comparable programs in accredited Israeli institutions;
`
`7A. Students accepted to a bachelor’s degree program in the branch will be holders of
`an Israeli matriculation certificate (“bagrut”) or a comparable certificate. The parent
`institution may exempt students from this requirement in accordance with the Council
`for Higher Education’s rules governing Israeli institutions of higher education. Thus,
`students over the age of 30 who lack a matriculation certificate may be admitted, but no
`more than 10% of students admitted in each program in each study center may be

`admitted this way, and only if they successfully complete academic preparatory courses
`of 12 credits, prior to the commencement of their studies;
`
`B. Students accepted to a master’s degree program in the branch must hold a bachelor’s
`degree;
`
`8. The degree awarded to students in the branch is recognized according to the law that
`applies in the country of the parent institution and is identical for all purposes to the
`degree awarded by the parent institution to graduates of the same program in the parent
`country;
`
`9. No studies toward a doctoral degree will take place in the branch;
`
`10. The parent institution considers the students at the branch to be qualified for
`advanced study at the parent institution and, if the branch ceases to operate, undertakes
`to admit students from the branch to continue their studies toward the degree for which
`they studied in Israel;
`
`11. Studies in the branch take place in a suitable place that has appropriate conditions
`and the necessary means to maintain a proper level of study;
`
`12. Lecturers at the branch have an academic appointment at the parent institution, and
`no less than 20% of them have their main place of employment in the parent institution;
`
`The provisions of the Law that apply to branches can be found in Sections 25C to 26A
`in the Council for Higher Education Law. On March 29, 2005, an amendment to the
`CHE Law, dealing with the status of the degree awarded by institutions holding a
`license, was enacted.
`
`Furthermore, the Council has determined rules for implementing its authorities
`according to Sections 15D to 25M in the CHE Law.
