`Lot # 385: John F Kennedy (1917-63)
`
`Estimate: $20,000-$30,000
`
`Description: President. TLS, as President, 1p, Oct 13, 1961, 4to,
`White House letterhead, to General Maxwell Taylor, marked
`"CONFIDENTIAL", sending him to Viet-Nam with orders to
`appraise the situation and to help Kennedy decide how best to
`proceed. "...I should like you to proceed to Saigon for the purpose
`of appraising the situation in South Viet-Nam, particularly as it
`concerns the threat to the internal security and defense of that
`country and adjacent areas.
`
`
`
`After you have conferred with the appropriate United States and
`South Viet-Namese authorities, including the Commander-in-Chief,
`Pacific, I would like your views on the courses of action which our
`Government might take at this juncture to avoid a further
`deterioration in the situation in South Viet-Nam and eventually to
`contain and eliminate the threat to its independence. In your

`
`assessment you should bear in mind that the initial responsibility for the effective maintenance of
`the independence of South Viet-Nam rests with the people and government of that country. Our
`efforts must be evaluated, and your recommendations formulated, with this fact in mind. While the
`military part of the problem is of great importance in South Viet-Nam, its political, social,
`
`
`
`and economic elements are equally significant, and I shall expect your appraisal and your
`recommendations to take full account of them..." Maxwell Taylor (1901-87), was an American
`general and statesman. During World War II, he commanded the famed 101st Airborne Division,
`dropping with them behind Utah Beach in Normandy, France (night of June 5-6, 1944). During the
`
`
`
`Korean War, he succeeded Genl James Van Fleet as Commander of the 8th Army (Feb, 1953).
`He was appointed Army Chief of Staff (June 30, 1955), succeeding Genl Matthew Ridgway, serving
`in that position until his retirement in 1959. General Taylor was recalled to active duty by
`President John Kennedy, to investigate the failure of the Bay of Pigs operation (April, 1961);
`replacing Genl Lyman Lemnitzer as Chairman of the Joint Chiefs of Staff in Oct, 1962.
`
`During the Cuban Missile Crisis, he urged the deployment of selective air strikes to eliminate
`Soviet missile sites. Genl Taylor was unquestionably JFK's most trusted military adviser. This
`letter is quoted in General Taylor's memoirs, "Swords & Plowshares" (1972). General Taylor
`makes the following very interesting comments in his book regarding the letter, "This was an
`important
`
`letter because it summarized, I believe accurately, the state of mind of President Kennedy and
`most of his advisors at the end of 1961 after months of study and debate over the Southeast Asia
`situation...The question was how to change a losing game and begin to win, not how to call it off.
`It reemphasized one of the principles which always loomed large in the President's mind, namely
`that the conflict was primarily a Vietnamese matter and...our contribution should be limited to
`filling the deficits which had to be met if our objectives were to be achieved. The President closed
`his letter on a note which always prevailed in the councils of his Administration...that this conflict
`was not a ld be measured in the end in terms of progress in non-military forms of nation building
`rather than in numbers of enemy killed and battles won..." 2 file holes at top margin, o/w very nice
