`Patent owner Oil States Energy Services, LLC (“OSES”) in the above-
`
`identified matter hereby serves notice of appeal under 35 U.S.C. §§ 141 and 142 to
`
`the United States Court of Appeals for the Federal Circuit from the final written
`
`decision of the Patent Trial and Appeal Board (“Board”), rendered May 1, 2015.
`
`In accordance with 37 C.F.R. § 90.2(a)(3)(ii), OSES further indicates that
`
`the issues on appeal include, but are not limited to: (1) the Board’s construction of
`
`the terms of the challenged claims; (2) the Board’s application of the disputed
`
`claim construction (including unsupported conclusions and improper examination
`
`and analysis of the evidence) and determination of unpatentability of the
`
`challenged claims; (3) the Board’s denial of OSES’s Motion to Amend the
`
`challenged claims; (4) the Board’s current claim construction standard, including
`
`
`
`but not limited to the incompatibility of that standard with congressional intent and
`
`administrative law (APA) requirements; and (5) the arbitrary and capricious nature
`
`of the rules and procedures that currently govern an inter partes review
`
`proceeding.
`
`A copy of the final written decision being appealed is attached.
