`1 This order addresses issues raised in all five cases. We exercise our
`discretion to issue one order to be filed in each case. The parties, however,
`are not authorized to use this style heading in subsequent papers.
`

`Concurrent with this Order, we issued a decision terminating the inter
`
`partes reviews in IPR2014-00041 (Paper 135); IPR2014-0043 (Paper 114);
`
`IPR2014-00051 (Paper 113); IPR2014-00054 (Paper 134); and IPR2014-
`
`00055 (Paper 106). The decision was filed “For Board and Parties Only”
`
`because it cites to papers and exhibits that have previously been sealed. The
`
`parties are ordered to jointly file a proposed redacted version of the decision
`
`by January 16, 2016.
`
`We refer the parties to the guidance previously provided in an order
`
`sealing various papers. See IPR2014-00041, Paper 134. There is a strong
`
`public policy for making all information filed in a quasi-judicial
`
`administrative proceeding open to the public. See Garmin International. v.
`
`Cuozzo Speed Technologies, LLC, Case IPR2012-00001, slip op. at 1-2
`
`(PTAB March 14, 2013) (Paper 34); 37 C.F.R. § 42.14. Furthermore, in
`
`light of the public’s interest in maintaining a complete and understandable
`
`file history, there is an expectation that confidential information relied upon
`
`in a subsequent decision will be made public. See Office Trial Practice
`
`Guide, 77 Fed. Reg. 48756, 48760–61 (Aug. 14, 2012). The parties’
`
`proposed redactions to the termination decision identified above shall be
`
`informed by this guidance. We will not be bound by the parties’ proposed
`
`redactions. The parties may request a conference call with the panel if
`
`further guidance is necessary.
