`REASONS FOR ALLOWANCE

`I.
`The following is an examiner's statement of reasons for allowance: the prior art of record
`fais l:o teach the discharging step (claim 15) and the adjusting step (claim 35). In other words,
`there is no teaching to discharge until the end of a predetermined time period or until an electrical
`unit measured across the electrodes decays to a predetermined terminal level, whichever occurs
`first.
`
`Any comments considered necessary by applicant must be submitted no later than the
`payment of the issue fee and, to avoid processing delays, should preferably accompany the issue
`fee. Such submissions should be clearly labeled "Comments on Statement of Reasons for
`Allowance. "
