`telemedicine, investigating its effectiveness in
`the overaU health care delivery process.
`2. Publish research results in peer-reviewed
`literature, targeting those that are indexed
`under Index Medicus.
`3. Hold Telemediclne related meetings at UTMB.
`4. Allrac! and suppon guest researchers as cenler fellows.
`5. Develop a relevant, recognized annual award In the field of Telemedicine.

`The mission of the UTMB Center for Tetehealth Research and Policy Is to operate sponsored
`programs in experimental teleheatth, perform outcomes studies, and undertake policy
`development in the areas of telemedlclne, teleheallh, and technology-supported medicine.
`
`The center studies the operational, clinical, and distance education programs of the UTMB
`Electron ic Health Network, as weU as the induslry as a whole. It also Is an Information
`clearinghouse on talehealth Issues, nationally and internationally. Critical research on outcomes,
`effectiveness, and best practices in leleheallh take place In the cenler, whose staff also
`develops, promotes, and communicates policies relating to teleheallh.

`The UTMB Center for Teleheaflh Research and Policy, the only center devoted entirely to the
`scienlilic study 01 telemedlcine and the development of telehealth policy In the United States,
`was founded In 2002 with a generous grant from the sse Foundation (now the AT&T
`Foundation). By funding the UTMB Center as early as 2002, the AT&T Foundation showed great
`foresight In pJacing the center and UTMB al lha lorelront 01 teJeheaUh research.

`What Is telehealth?
`
`Telehealth is the use of electronic Information and telecommunications technologies to support
`long-distance cHnlcal health care, patient and professional health-related education, public
`health, and health administration. Technologies used In teleheaith typically are
`vldeoconferenclng, the tnternel, store-and-forward imaging, slreaming media, and terreslrlal and
`wireless communications.
`
`Telehealth focuses on the lransfer of basic patlent lnformalion over networks and the diagnosis,
`treatment, monitoring, and education 01 patients using systems that allow access 10 expert
`advice and patient information. A technical definition of telehea!lh technology would include
`those devices and software Ihat enable health care providers and educators to diagnose, consult
`with, monitor, treat, and educate patients and consumers remotely. In order for the devices and
`software to be effective, however, it is necessary 10 integrate technology with heallh care
`applications and cllnicat procedures. The Integration 01 devices and applications with clinical
`processes must then be integrated with provider work110w or protocols that would add value to a
`nelwork of providers and patients.
