`genuity and innovation. As this debate
`comes to a close, I want to emphasize
`that this is legislation that should pro(cid:173)
`mote innovation, help create jobs, and
`help energize the economy as we con(cid:173)
`tinue our recovery. This legislation can
`be a key part of a jobs agenda. We can
`help unleash innovation an promote
`American invention, all without adding
`a penny to the deficit. This is common(cid:173)
`sense, bipartisan legislation.
`Innovation has been a cornerstone of
`the American economy from the time
`Thomas Jefferson examined the first
`patent to today. The Founders recog(cid:173)
`nized the importance of promoting in(cid:173)
`novation. A number were themselves
`inventors. The Constitution explicitly
`grants Congress the power to " promote
`the progress of science and useful arts,
