`On December 30, 2022, the notice of institution of investigation was published in the
`
`Federal Register. 87 Fed. Reg. 80,568.

`I.
`
`TARGET DATE
`
`Pursuant to Order No. 3, the parties submitted a joint statement regarding the target date.
`
`Complainants AGIS Software Development LLC and Advanced Ground Information Systems,
`
`Inc. proposed a 16-month target date, Respondents1 proposed an 18-month target date, and the
`
`Commission Investigative Staff proposed a 16 or 17-month target date.
`
`
`
`I have determined to set a 19-month target date of July 30, 2024 for this investigation. I
`
`currently have an initial determination due on November 21, 2023 in Inv. No. 337-TA-1338, and
`
`

`another initial determination due on January 10, 2024 in Inv. No. 337-TA-1313. Setting a 19-
`
`month target date will provide me with adequate time to draft the initial determination for this
`
`investigation, while also attending to my responsibilities in other investigations.
`

`Accordingly, any final initial determination shall be due no later than March 29, 2024.2 See
`
`19 C.F.R. § 210.42(a)(1)(i).
`

`II.
`
`PRELIMINARY CONFERENCE
`
`Consistent with Ground Rule 3, a preliminary conference will be convened on January 30,
`
`2023, at 1:00 p.m. Eastern Time via videoconference. Videoconference connection information
`
`will be sent to the parties in a separate communication.
`
`
`
`The parties shall prepare and submit a proposed procedural schedule as required by Ground
`
`Rules 3 and 4. In preparing the proposed procedural schedule, the parties shall take the following
`
`dates into account:
