`Under Commission Rule 210.10(a)(1), 19 C.F.R. § 210.10(a)(1), the Commission may
`extend the 30-day deadline for voting on institution of an investigation when “[e]xceptional
`circumstances preclude adherence to a 30-day deadline.” Rule 210.10(a)(2) further provides that
`“[i]f exceptional circumstances preclude Commission adherence for the 30-day deadline for
`determining whether to institute an investigation on the basis of the complaint, the determination
`will be made as soon after that deadline as possible.”

`The Notice of Receipt of Complaint and Solicitation of Comments Relating to the Public
`Interest associated with the above-referenced Complaint was published in the Federal Register
`on November 25, 2022. See 87 Fed. Reg. 72509. Public Interest comments and comments on
`other issues were timely filed on December 5, 2022. In order for you to have time to reply to
`those comments, and for the Commission to fully consider those replies, the Commission will
`require additional time to consider whether to institute an investigation. Thus, the Commission
`has determined to postpone its vote on institution, and has determined that the new deadline is
`set for December 23, 2022.
